Authority and public resources
Jurisdiction: Delaware, United States
The Delaware Division of Gaming Enforcement (DGE) is the state’s main gaming enforcement body, and it operates inside the Department of Safety and Homeland Security. As a regulatory body, it doesn’t run the games and it doesn’t license online casinos. That role is assigned to the Delaware State Lottery.
The DGE investigates and enforces laws. Delaware launched the first online casinos back in 2013. Three casinos share one platform and are live today.
What Delaware Gaming Enforcement Does
Enforcement, Not Operation
The DGE has exclusive jurisdiction over gaming crimes at licensed facilities. It’s a policing job, not an operational one. The agency investigates the background of each applicant. It also keeps a list of excluded persons and helps the Lottery with its rules.
You can learn more about its enforcement role at dge.delaware.gov.
Inside Safety and Homeland Security
The Division of Gaming Enforcement in Delaware answers to the Secretary of Safety and Homeland Security. It conducts civilian background investigations alongside Delaware’s State Troopers, with the work splitting into casino background checks, intelligence and criminal investigations.
Our regulators hub covers several other state regulators.
What the Lottery Does Instead
The role of casino licensing is assigned to the State Lottery instead of the DGE. Delaware’s State Lottery sits in the Department of Finance and runs the product.
The Delaware Gaming Competitiveness Act of 2012 authorized the Lottery to partner with an operator to provide internet games. This means that the Delaware Lottery online casino market is a monopoly. The Lottery runs the market, while the DGE polices it. To check out the market itself, see our Delaware state hub.
Delaware Casino License Check
The Three Licensed Casinos
Delaware has three licensed casinos: Harrington Raceway & Casino, Bally’s Dover Casino and Delaware Park. They run slot machines as video lottery terminals on behalf of the State Lottery.
You have to be 21 or older to play at casinos in Delaware.
One Platform Behind Them
All three brands run online casinos on a single platform supplied by Rush Street Interactive, which was selected by the Lottery in August 2023 for an initial five-year term.
BetRivers went live in Delaware in January 2024, replacing 888. Any older source listing 888 as an active online casino in Delaware is out of date.
The three online casino brands share the same game lobby and most traits. BetRivers is also Delaware’s only sportsbook vendor. Compare all brands on our Delaware online casinos page to see the slight differences.
Signs a Site Is Not Legal
State officials direct players to check the Delaware Lottery to verify if a casino is legal in DE. Outside of the three brands under one platform, no other online casinos are licensed, and that includes sweepstakes-style casino sites.
With the Lottery’s support, the DGE sent cease-and-desist letters to unauthorized platforms in early 2025.
DE Casino Complaints and Exclusion
Account Issues Go to the Operator
Players facing account, bonus or payout problems at a DE casino should first reach out to the customer support team. Keep a record of every conversation and have screenshots ready. They will help if you escalate.
If the problem isn’t resolved, you can escalate to the Delaware State Lottery. While there’s no fixed deadline for a filing, escalating as soon as the casino’s process is exhausted is the best way to move forward.
Reporting Illegal Gaming
Integrity problems, unlicensed sites and suspected cheating should all be directed to the DGE, which handles criminal investigations. Call the DGE’s main office (302) 526-5860 or find contact details at dge.delaware.gov.
The Involuntary Exclusion List
Delaware’s Division of Gaming Enforcement publishes the Delaware involuntary exclusion list on its website. This is a ban imposed on named people by the regulatory, and not something you can sign up for. Anyone on the list can’t open an internet gaming account. Voluntary self-exclusion is a separate list requested through the Lottery.
If gambling is becoming a problem for you or someone you know, the Delaware Gambling Helpline is live 24/7 at (888) 850-8888. It’s a free line with professional agents who treat everything with confidentiality. Check our responsible gambling hub to learn more on how to play within your limits and prevent problem gambling.
Licensed DE Casinos and Sportsbooks
The list here is deliberately short, as Delaware only has three licensed casinos that share one platform. Each brand links to our review. The Delaware Lottery’s site is the live source for officially licensed casino brands in the state. Our Delaware online casinos page compares the operators.
