Legal basis

Public Act 25-112

Connecticut is one of the US states where most forms of gambling have been legalized. That includes the online casino, sports betting, and daily fantasy sports verticals, regulated by the Department of Consumer protection.

Online casino play is available through DraftKings and FanDuel, both partnered with local tribal casinos. DraftKings works through Mashantucket Pequot Tribal Nation's Foxwoods license, while FanDuel operates under the Mohegan Tribal Gaming Authority. Prediction markets currently sit outside the framework, with federal rather than state regulation.

Who Regulates Gambling in Connecticut

Legal online casinos in the state are regulated by The Department of Consumer Protection. Connecticut gambling laws are applied more directly to the two live operators compared to states who have dozens of available platforms.

The Department of Consumer Protection

The Department of Consumer Protection has a Gaming Division, which is responsible for issuing licenses to interested parties. It also ensures that operators follow the rules and regulations and enforces violations.

This department is behind the highly publicized 2025 sweepstakes ban.

How to File a Complaint

Besides licensing and oversight, the DCP also allows players to file complaints against an operator, provided they have the grounds for it. All player complaints are filed through a special form on the website, rather than an operator’s customer service channel.

Where to Get Help in Connecticut

The state of Connecticut is very focused on problem-gambling treatment. It’s part of the regulatory framework, with operators required to follow strict responsible gaming guidelines and provide tools to players that aim to prevent problem gambling.

Players who believe they need help can reach out to the Department of Mental Health and Addiction Services. The state’s own helpline is 1-800-GAMBLER (1-800-426-2537). Organizations such as Gamblers Anonymous can also be contacted by players to receive judgment-free, professional guidance.

Connecticut has decided to keep things simple, only allowing two operators in the space so far. Both licensed operators run under tribal gaming compacts instead of commercial licenses. This isn’t that uncommon in the USA, where other states also require online operators to partner with land-based establishments.

Pending Connecticut Gambling Legislation

In June 2025, the state of Connecticut enacted bill SB 1235 (Public Act 25-112), which bans sweepstakes casinos. It’s the second state to do so, following Montana’s example.

The 2025 Sweepstakes Ban

The 2025 sweepstakes ban is in effect since October 2025. Since then, the state has moved to enact over 1,000 criminal charges against sweeps casinos as a criminal enforcement action, but not a license suspension, as they weren’t licensed under CT’s regulatory framework to begin with.

What Is Not Currently Moving

As of September 2026, there are no movements regarding the legal status of online gambling in the state.
