Sports betting is legal and live in the state of Arizona. This doesn’t imply that all forms of online gambling are legal. Online casinos are not, while sports betting and daily fantasy sports are allowed in the state.

Prediction markets are available in Arizona, but they are regulated federally. Currently, the state is home to 12 online sportsbooks, with no announcements on expansion soon.

Who Regulates Gambling in Arizona

The Arizona Department of Gaming

The Arizona Department of Gaming is responsible for licensing and policing sportsbooks and DFS operators in the state.

A second layer allows each tribe’s own gaming office to regulate operations. This extends to operations on tribal land, which is important if you want to understand where to file a complaint.

How to File a Complaint

Complaints for any licensed sportsbook or DFS operators are done through the ADG directly. If you have a complaint against a tribal casino, it goes through that tribe’s own gaming office instead.

Licensed Sportsbooks in Arizona

There are 12 licensed online sportsbooks in Arizona: Bally Bet, bet365, BetCris, BetMGM, BetRivers, Caesars, Desert Diamond Sports, DraftKings, Fanatics, FanDuel, Hard Rock Bet and theScore Bet. To compare the offers and terms, check the full Arizona sportsbook comparison page.

Daily Fantasy Sports in Arizona

Fantasy sports operators are licensed separately by the Arizona Department of Gaming under the same 2021 law that authorized sports betting, so daily fantasy sports in Arizona runs under a state license rather than in the grey area it occupies elsewhere. The minimum age is 21, higher than the 18 most states apply to DFS.

What Is Not Available

Online casinos and online poker rooms are not legal in Arizona. No bill to authorize either has advanced, and casino-style gaming remains limited to tribal properties under the compacts.

Tax on Gambling Winnings in Arizona

Arizona State Tax on Winnings

Arizona taxes gambling winnings as ordinary income at a flat 2.5%, the lowest flat state income tax rate in the country. SB 1274, signed on 13 May 2025, aligned the state's withholding rate on gambling winnings to the same 2.5%.

What You Still Owe Federally

Federal tax applies on top of the state rate. Sportsbooks issue a W-2G when winnings reach $600 and pay at least 300 times the stake, while daily fantasy sports winnings of $600 or more in a year are reported on a 1099 instead. This is general information, and not tax advice.

Pending Arizona Gambling Legislation

No Online Casino Bill Is Moving

As of September 2026, no bill to legalize online casino gaming has advanced in Arizona. The vertical sits outside the 2021 compact structure, and expanding it would require both new legislation and renegotiated tribal compacts.

Sweepstakes Enforcement

Arizona has no sweepstakes ban. What it has instead is the most active regulator-led enforcement campaign in the country. The Department of Gaming issued four waves of cease-and-desist orders through 2025, in April, June, August and September, naming operators including Stake.us, High 5 Casino, Pulsz, Fliff and Thrillzz, and it has continued issuing orders into 2026. Several major platforms have exited the state. Enforcement without a statute is different from a ban, but the practical effect on Arizona players has been the same.
