Guide coming soonOne legal online product, one app, and a structure almost every other page gets wrong: the Oregon Lottery is the sportsbook operator and DraftKings runs it under contract. Online casino and poker are not legal. College betting is off the app.
Article XV of the Oregon Constitution and ORS Chapter 461 give the Oregon Lottery its authority, with operating rules in Oregon Administrative Rules Chapter 177. The Lottery ran a parlay game, Sports Action, from 1989 to 2007; because it predated PASPA it was grandfathered in 1992, and the authorizing law was never repealed. When the Supreme Court struck down PASPA in May 2018, Oregon relaunched sports betting under powers it already held, without new legislation. Retail betting opened at Chinook Winds in August 2019 and the Lottery's own Scoreboard app followed that October; DraftKings replaced it as sole online operator on 18 January 2022. The Lottery is the operator in law and DraftKings the contractor. College sports cannot be bet through the app, a Lottery policy decision rather than a statutory prohibition, but the tribal retail books take college wagers. Casino gaming is tribal and retail only, under federal compacts. No fantasy sports licensing framework exists; a 2017 bill to create one through the Lottery Commission did not pass. No Oregon statute addresses dual-currency sweepstakes products.
Online gambling in Oregon comes down to exactly one legal product: sports betting. It runs through a single app, and that's the whole story. Is online gambling legal in Oregon for casino games or poker? No, neither one, and fantasy contests are altogether outside the state's licensing system. Here's the fact that separates Oregon from every state around it: the Oregon Lottery itself is the sportsbook operator, and DraftKings just runs the app under contract.
Is sports betting legal in Oregon? Yes, and the path here is kind of unusual. The Oregon Lottery ran a game called Sports Action from 1989 to 2007, letting people bet NFL parlays. Because that game already existed, Oregon got an exception when Congress banned sports betting nationwide in 1992.
When the Supreme Court struck PASPA down in May 2018, Oregon didn't need any new legislation. It just relaunched betting under powers it already held. Retail betting opened at Chinook Winds Casino in August 2019, and the Lottery's own Scoreboard app followed that October. What's more, DraftKings took over as the sole online operator on January 18, 2022.
One restriction to note: Oregon online sports betting doesn't include college sports.
You can't bet college games through the DraftKings app at all. You can bet them in person at Oregon's tribal sportsbooks, though, since that restriction only applies online.
As a matter of fact, Oregon online casino access doesn't exist.
The state has never authorized real-money online casino gaming, and nothing's currently moving to change that.
Many players want to know: Is online poker legal in Oregon? No, it's not.
It's never been separately authorized either.
Things get murky when it comes to Oregon daily fantasy sports. A 2017 bill that would have licensed them through the Lottery Commission never passed.
One thing to know: DraftKings suspended its fantasy product in Oregon as part of its sportsbook agreement with the state. FanDuel still runs fantasy contests there, totally without state oversight.
Gambling age in Oregon splits by product. Sports betting and tribal casino gaming both require 21. The Oregon Lottery and pari-mutuel horse racing, including advance-deposit wagering apps, only require 18.
One real note: no Oregon statute addresses dual-currency sweepstakes casinos, and no ban bill has been filed here.
Most competing pages get this structural point wrong. The Oregon Lottery doesn't license a sportsbook operator; it is the operator. DraftKings runs the app under contract, and the state takes a cut of net proceeds.
That authority traces back to Article XV of the Oregon Constitution and the lottery statutes in ORS Chapter 461. Oregon Administrative Rules Chapter 177 spells out the operating rules.
The Oregon Racing Commission covers pari-mutuel wagering. At the same time, tribal casinos operate under their own federal compacts rather than a state license.
Here's what that means: a dispute over an online bet goes to the Oregon Lottery. A dispute at a tribal casino goes to that specific tribe's own gaming commission instead. No single statewide self-exclusion program covers both, and one national report card gave Oregon a failing grade on this point.
For help, you may call 1-877-MYLIMIT (1-877-695-4648), or text 503-713-6000.
The national responsible gambling line, 1-800-MY-RESET, works too, and it's available around the clock if you'd rather not call a state-specific number.
Regulator information is being verified.

Guide coming soonOne app, run by DraftKings for the Oregon Lottery, is the only statewide mobile option under current law. What else is worth knowing? BetMGM also operates, but only inside the Spirit Mountain Casino's physical geofence, and Caesars took its first Oregon wager through the Coquille Tribe back in May 2025. So, there's barely more going on here than a pure single-app monopoly, just not statewide.
5 tribal casinos currently take in-person sports bets. These are:
If you're searching for an online casino or poker, neither exists legally in Oregon. FanDuel's fantasy contests are your only unregulated online option aside from sports betting.
Oregon taxes gambling winnings as regular income. And a top marginal rate of 9.9% for 2026 is one of the highest state rates in the country.
That 9.9% headline number is misleading, though. It only kicks in above $125,000 for single filers and $250,000 for joint filers. Most Oregon filers frankly land in the 8.75% bracket instead, since that one starts at a modest income level, right around $11,400 for single filers.
Oregon lets you subtract a portion of the federal income tax you paid, which lowers your Oregon taxable income somewhat. Some Portland-area jurisdictions also add their own local income taxes on top of the state rate. Just a quick note: this is for informational purposes, not professional tax advice.
General information only; not tax advice.
What is there to know about the bill? Oregon has no online casino bill right now, and no active campaign is pushing for one either.
This is the live issue. House Bill 2127, backed by former Governor Kate Brown in 2021, would have ended the Lottery's monopoly and opened the market to other operators while also lifting the college betting ban. It did not progress because of opposition from the tribes. A separate 2022 bill, Senate Bill 1503, tried particularly to legalize online college betting and also failed. House Bill 4053, passed in 2022, reinforced the status quo by outright barring any new non-tribal casinos in the state.
The 2017 bill to license fantasy contests through the Lottery Commission failed, and nothing has replaced it since. The position here hasn't changed.
Partly. Online sports betting is legal through a single app run by the Oregon Lottery. Real-money online casino games and online poker are not legal and have never been authorized. Fantasy contests are available but fall outside the state licensing system. You must be 21 to bet on sports.
Yes. Oregon offers one statewide online sportsbook, plus in-person betting at four tribal casinos. You must be 21 and physically inside Oregon to place an online bet. You can't bet college sports through the app, though the tribal retail books do take college wagers.
No. Oregon has never authorized real-money online casino games or online poker, and no bill is currently moving. Casino gaming in Oregon is tribal and takes place in person under federal compacts. Any site offering online slots or table games to Oregon players holds no Oregon license.

It depends on the product. You must be 21 for sports betting, online or in person, and 21 for tribal casino gaming. You must be 18 for the Oregon Lottery and for pari-mutuel horse racing, including the advance-deposit wagering apps. Operators verify age and identity at signup.
