Where is Party Casino legal? In New Jersey only. The Party Casino legal states list has one entry, and this section explains why it is not available in other states.
New Jersey, and Only New Jersey
Searches for Party Casino online states end in New Jersey. It operates under the permit held by Borgata Hotel Casino & Spa in Atlantic City. The Party brand has been part of New Jersey’s online casino market since it opened in 2013.
PartyCasino does not offer a sportsbook. BetMGM handles sports betting under its own name. The state register lists PartyCasino alongside PartyPoker, which is the brand’s poker site.
PartyCasino sites outside the US are owned by Entain and have different licenses. These sites do not accept players from the US, and accounts from those sites cannot be used in New Jersey.
One Operator, Four Brands, Four Footprints
BetMGM operates four online casino brands, but each one is available in different states:
- BetMGM Casino: Michigan, New Jersey, Pennsylvania, and West Virginia.
- Borgata Online: New Jersey and Pennsylvania.
- PartyCasino: New Jersey.
- Wheel of Fortune Casino: New Jersey, on the state register.
If you compare the PartyCasino states with the list, you’ll notice a pattern: one operator, but some brands are in four states while others, like PartyCasino, are only in one.
The Six Legal States It Is Absent From
Online casinos are also available in six other states. Three of these are closed to most new operators, one has no room left, and two are open, but PartyCasino hasn’t launched there.
Closed by structure: Three have picked Caesars, but no online casino has launched in Maine yet.
Nevada only allows online poker, so PartyCasino does
- Connecticut. Its two seats, one per tribal nation, belong to DraftKings and FanDuel, and no Connecticut online casino license is left.
- Delaware. The lottery hands the Delaware online casino market to a single vendor, Rush Street Interactive.
- Rhode Island. Bally’s is the sole operator among Rhode Island online casinos.
Full:
- Michigan. Each of the state’s 15 licensees may run one casino brand, and every slot is taken. PartyCasino has no free Michigan online casino slot to enter through.
Some states are open to new casinos, but PartyCasino has not launched there yet:
- Pennsylvania. BetMGM runs two brands in the Pennsylvania online casino market, and PartyCasino is not one of them.
- West Virginia. BetMGM Casino operates in West Virginia online casino gaming, and PartyCasino has not launched there.
Maine approved online casinos in January 2026 with LD 1164. Each of the four Wabanaki Nations can choose one partner, and three of them chose Caesars.

Who Licenses PartyCasino in the US
The New Jersey Regulator
The New Jersey Division of Gaming Enforcement licenses PartyCasino in the US. Its register lists the PartyCasino site under permit NJIGP 25-001, held by Marina District Development Company, LLC, doing business as Borgata Hotel Casino & Spa.
Where PartyCasino Sits Inside BetMGM
BetMGM is a partnership between MGM Resorts International and Entain, with each owning half. PartyCasino is an Entain brand used internationally, but the US and foreign sites have separate licenses. Only the New Jersey permit covers US players.
That structure explains the short list of PartyCasino legal states. BetMGM manages several brands and decides where each one operates.
