The Seminole Tribe of Florida owns Hard Rock Bet, just like the Hard Rock cafes and hotels. To play at the casino, you must be at least 21 and physically located in Michigan or New Jersey. Your home address does not affect this requirement.
Where You Can Play Hard Rock Bet
What states is Hard Rock Bet legal in? The answer depends on whether you want to use the casino or the sportsbook. The Hard Rock Bet legal states split by product:
| Product | States | Count |
| Online casino | Michigan, New Jersey | 2 |
| Sportsbook | Arizona, Colorado, Florida, Illinois, Indiana, Michigan, New Jersey, Ohio, Tennessee, Virginia | 10 |
The Hard Rock Bet available states overlap only in Michigan and New Jersey, where the casino and sportsbook run side by side.
The Two Casino States
Where is Hard Rock Bet legal for casino games? These are the only two Hard Rock Bet casino states:
- New Jersey. The online casino went live on July 3, 2018, days after the Atlantic City resort opened. It still runs among New Jersey online casinos under that resort’s permit.
- Michigan. The Hannahville Indian Community holds the license and runs Island Resort & Casino in Harris. Hard Rock Bet is its platform provider and brought its Michigan casino app live on December 2, 2025.
Hard Rock did not receive a new Michigan license. It bought 888’s US customer business in 2024 and took over the Hannahville platform slot when 888 exited the state. Michigan allows up to 13 online sportsbooks, and this move filled the 12th spot.
Florida Bets on Sports Only
Florida does not allow online casino gaming, so Hard Rock Bet casino is not available there. However, the Seminole compact allows online sports betting, and Hard Rock Bet is the only operator permitted to take online sports bets in Florida.
The Hard Rock Bet app launched on November 1, 2021, but shut down on December 4 after a federal court decision. It relaunched in November 2023. In June 2024, the U.S. Supreme Court declined to review the case.
Closed Markets and Skipped Markets
There are five states with live online casino markets where Hard Rock Bet does not operate, for two main reasons.
Three states are closed by law:
- Connecticut. Its law allows only two operators, tied to its two tribal nations. Both Connecticut online casino seats belong to DraftKings and FanDuel.
- Delaware. The state lottery uses one vendor for Delaware online casino games, and that vendor is Rush Street Interactive.
- Rhode Island. The state licenses one operator, Bally’s, for online casino in Rhode Island.
Two states have open markets, but Hard Rock Bet has not launched there:
- Pennsylvania. The Pennsylvania online casino market licenses many operators, and Hard Rock Bet is not one of them.
- West Virginia. Several brands run West Virginia online casino sites through the state’s land-based casinos, with no Hard Rock Bet among them.
LD 1164 opened Maine to online casino in January 2026, but no site is live yet. Each Wabanaki Nation may choose one partner. Caesars holds three of those slots, and the fourth nation has not named a casino partner.
Nevada permits online poker only, and Hard Rock Bet runs no online product there.
Texas, California and the Rest
Is Hard Rock Bet legal in Texas? No, because Texas has not legalized online casino gaming or online sports betting, so Hard Rock Bet does not operate there.
Is Hard Rock Bet legal in California? No, there are no Hard Rock Bet online products in California. However, the state does have a land-based Hard Rock casino, the Hard Rock Hotel & Casino Tejon, which opened with the Tejon Indian Tribe in November 2025.
Every other state sits outside the Hard Rock Bet states list, and the state gambling guides explain each one.
Who Licenses Hard Rock Bet
The Two Casino Regulators
- The Michigan Gaming Control Board names the Hannahville Indian Community as licensee and Seminole Hard Rock Digital, LLC as platform provider.
- The New Jersey Division of Gaming Enforcement records permit NJIGP 25-010 for Hard Rock Boardwalk 1000, LLC, doing business as Hard Rock Hotel Casino.
In Michigan, the tribe holds the license while Hard Rock Bet provides the platform. This is why the official record lists the tribe’s name.
One Owner, Separate Licenses
The Seminole Tribe of Florida owns Hard Rock International, which includes the cafes, hotels, and land-based casinos. Seminole Hard Rock Digital manages the online product outside Florida, while the Tribe runs it directly in Florida. Hard Rock also owns the Atlantic City resort with Edgewood Properties.
Hard Rock casino states, meaning the resorts, cover far more ground. The Hard Rock casino legal states for online play are only Michigan and New Jersey. Because of the shared ownership, the Unity by Hard Rock loyalty program connects online play with the hotels.
Only adults 21 and over can play, and geolocation verifies location every session. The helpline is 1-800-GAMBLER, with 1-800-270-7117 also listed in Michigan.
